Parole Board says No to Perkins, July 6

According to a news release from Coos Co. District Attorney R. Paul Frasier, he was informed July 3, 2023 that the Oregon Board of Parole and Post-Prison Supervision denied a request for parole to Raymond Allen Perkins following a hearing June 21, 2023. Perkins was 14-years old when he killed 52-year old Dr. Judith Elman by beating her to death with a piece of driftwood on the beach north of Seven Devils Wayside in 2002. The Bandon psychologist, who was jogging on the beach at the time of the attack, was also sexually assaulted. Frasier attended the hearing along with a family member and spoke in opposition of Perkins’ release. “If granted parole, Raymond Perkins would have been released nine years early on the previously imposed sentence of thirty years in prison.” While the release date of April 9, 2032 remains in place, Perkins can apply for parole again in 2025.
